Why did god choose a 13yr old to give birth to his son?

Why couldn't he have chosen someone at least 19 or 20? I know he wanted someone pure but I'm sure there were plenty other choices out there. It's like if I were to perform vitro fertilization on a virgin teen...it's just plain cruel
