Why do people say it's not good for children under 1 years old to watch T.V.?

I've heard this so many times, but what about the educational preschool programs like sesame street. My daughter ( 11 months old) loves elmo and sesame street. I just wanna know whats the harm in letting babies watch a little educational preschool or even some cartoon shows?
