it just almost makes sense. However I think the major flaw in your presentation is "Protect people from themselves" The motorcycle ogy is a good try to. Given all the starving people in the world, I would rather put a limit on food waste. Maybe some censor in peoples trash cans. I have to say the logistics of your rationing would be incredibly hard to do. It would take an entirely new gov't department and ID cards for everyone. For the sake of argument it's debatable, but people of all political parties would object to the cose and invasion of privacy. It's almost Puritanical, what to do with all the other guilty pleasures e.g. alcohol, cigarettes, every recreational sport has risks and environmental consequences. Last of all is most obesity is a life choice, I think excessive TV destroys more brains cells than obesity. Many hold that opinion. I'm sitting here on Yahoo not excercising and being mostly silly. You can't dictate morals on this subject.
