Do you agree with Staff Sgt. Larry Marzinzik, Strathmore RCMP's observation?

Cruelty to animals is found in the youth of 99% of socipathic serial murderers. This does not mean that these boys will become murderers but direct animal cruelty is certainly a sign of sociopathy. I would prefer that they get counseling along with the fine. Incarceration will only exacerbate their sociopathic tendencies.
