Neighbour's Dogs Running Loose?

My neighbor lets their 2 dogs run wild. They won't stop using our yard as a playground and toilet. They invade our backyard pond and get all wet and muddy. We have to keep gates closed or they run on our deck, they come in our door soaking wet and dirty...and they even try to get in our pool when we are using it. If i leave the car door open they even get in there. They are not dangerous dogs, but are extremely hyper and "crazy". Our daughter is terrified of dogs, not to mention that I am sick of cleaning up their mess. They chase our 3 cats barking furiously at them. We don't want to cause a family feud, and the other neighbours around us don't seem to mind poop scooping or dealing with the invasion. Looking for some opinions on how to deal with this. It is causing a lot of additional stress right now to our family, at a time when we need it the least (one member undergoing chemotherapy).
